Water Those?: Fountains in Englewood

As a small relief to the woes of city life, this proposal deploys fountains around the city, with the capabilities (features) of canceling noise near busy streets and providing interactive entertainment. These features are controlled depending on proximity to different nodes, such as schools, parks, and major streets.
The starting point is in Englewood, chose by comparing data on poverty and hardship collected by the city. Although a fountain does not directly lower poverty rates, it will improve the quality of life in the area on the hardship index.
